Malaysia announces financing for SMEs engaged in smart manufacturing

A new strategic plan was unveiled on Tuesday by the Securities Commission Malaysia (SC) and the Ministry of Investment, Trade, and Industry (MITI) to support the expansion of small and medium-sized businesses (SMEs) and mid-tier companies (MTCs) in key industries by facilitating easier access to capital.

According to a statement from the two, the New Industrial Master Plan 2030’s Strategic Co-Investment Fund (NIMP CoSIF) includes the new Smart Manufacturing program and improved co-investment ratios.

The government provides MYR 2 ($0.49) for each MYR 1 obtained from private investors under the new plan, which has a NIMP CoSIF-to-private investment ratio of 2:1. Up to 2030, this improved ratio will be accessible.

The program supports organizations pursuing automation, Industry 4.0 adoption, digitalization, and other productivity-boosting efforts. It is intended for qualifying companies1 undergoing smart manufacturing transformation.

Additionally, until the end of 2027, the current NIMP CoSIF-to-private investment ratio for “Other Sectors” will be temporarily increased from 1:2 to 1:1, giving SMEs and MTCs immediate financial help in the face of persistent market and economic uncertainty.

The objective of this strategy is to provide finance support for high-growth Malaysian SMEs and MTCs while accelerating capital deployment across all sectors.

In order to connect the co-investment ratio with the “Priority Sectors” and “New Growth Sectors” under NIMP 2030, the Government will contribute MYR 1 for each MYR 1 raised.

According to MITI and SC, this strategic intervention will support businesses in NIMP sectors in maintaining growth, bolstering resilience, and continuing to scale.

A public-private co-investment program called NIMP CoSIF allows the government to invest alongside private investors at predetermined percentages in companies that operate in the 25 industries listed in NIMP 2030.

NIMP CoSIF makes use of peer-to-peer (P2P) finance platforms and equity crowdfunding (ECF). As of the end of June 2026, it had helped 40 Malaysian enterprises raise RM185 million through public-private fundraising since its founding.
